CCL: Open Babel 2.0 Released

As discussed on the Open Babel mailing list (openbabel-
 discuss ~~ lists.sourceforge.net), we pulled the originally-released
 Windows GUI which had these problems.
 There is, in fact, an updated Windows executable as of this morning.
